milk and wine, water is a figure of spiritual blessing, the water in particular signifying the spiritual refreshment that is offered.1 Although the subject is singular, he that thirsteth,2 the imperative is plural, perhaps with universalistic intent. The command is essentially the same in meaning as our Lord’s, “Come unto me, and I will give you rest” (Matt. 11:28ff.).
